In light of the unification of the entity that records the data of those applying for Hajj, the citizen must choose from it the one he wants to perform Hajj through (lottery - tourism - solidarity - organizations) and the application is only one time for any of those entities organizing Hajj, and accordingly the application is closed if it is included in the lottery of that entity only, and no other applications will be accepted for him from any entity organizing Hajj, and it is not permissible to cancel the application and apply to any entity after the lottery is conducted. The performance of the Hajj pilgrimage this year, season 1446 AH / 2025 AD, is limited to those who have not tolerated performing the Hajj pilgrimage, provided that the pilgrim is physically able to perform the Hajj rituals.. with the submission of a movement certificate issued by the General Administration of Passports, Immigration and Nationality, which is only requested from the winners of the lottery who have previously been in the Kingdom of Saudi Arabia during the Hajj season. We will provide you with their data as soon as the results of the pen from the General Administration of Passports, Immigration and Nationality arrive to the administration in this regard. Applications are submitted on Hajj forms (A-A), one of which is individual and its value is (100) one hundred Egyptian pounds only, and the other is even and its value is (200) two hundred Egyptian pounds only, in addition to a police officer, category (15) fifteen Egyptian pounds only, a martyr, category (5) five Egyptian pounds only for the individual Hajj form, and (2) police, category (15) fifteen Egyptian pounds only, and (2) martyr stamps, category (5) stamp, Egyptian pounds only for the even Hajj form. At this stage, the citizen is not required to submit any other papers or pay any financial amounts other than the value of the application form, the cost of the police stamp, and the martyr's stamp. A (√) mark is indicated from the above explanations "if any" in the Hajj application (1 Sh A) in the section related to the health status of the application according to the following: - A- If the citizen submitting the application is in good health and free from the diseases approved by the Egyptian Ministry of Health and Population and is not a person of determination or of the age (70 years or older) .. The judiciary team .. and a gathering of non-mandatory companions for the applicant if he is in good health and free from the diseases approved by the Egyptian Ministry of Health and Population, it is indicated With a mark (√) only on the forms designated for public facilities for the couple's Hajj.

B- If the applicant is in good health and free from the diseases decided by the Egyptian Ministry of Health and Population and is of people with disabilities and is accompanied by a mandatory companion ... then a mark (√) is indicated in front of the box for each of (good health condition - people with disabilities) by expressing specific forms for the applicant for the couple's Hajj is good .. For the mandatory companion, it is required that he be from (18 years old and up to less than 70 years old) and who are in good health and free from the diseases decided by the Egyptian Ministry of Health and Population .. then a mark (√) is indicated in front of the box for health condition and planning for the couple's Hajj health facilities.

C- If the citizen submitting the application is of an age (70 years and above) and is in good health and free from diseases approved by the Egyptian Ministry of Health and Population and is accompanied by a mandatory companion.. The applicant shall indicate with a (√) mark in front of (the box of good health) in the detailed coordination of the applicant for the term of the marital Hajj.. Participants for mandatory companions must be (from the age of 18 years and up to less than 70 years) and in good health and free from diseases approved by the Ministry of Health and the Egyptian Population.. He shall indicate with a (√) mark in front of the box of good health in the partial form for the marital companion. Before the judgment is requested from the applicant "if any" in the event of indicating the health status of the application, the following categories shall not travel to participate in the Hajj rituals this year 1446 AH / 2025 AD, as the first exposed to the risk of infection attended, namely: -
1-Patient with pulmonary fibrosis.
2-Beneficiary medical cases.
3-Advanced medical cases of diseases (heart, blood vessels, liver fibrosis).
4-Pregnant women in the first months - last months.
5-Mental illnesses and Alzheimer's publish approved medical reports.

6-Participating in the kidney subscription Participating in their treatment for kidney dialysis.
7- Cancer patients receiving chemotherapy.
8-Infectious diseases that actually affect public health in human crowds such as (open pulmonary tuberculosis).
The applicant for Hajj and his companion (if any) shall sign the declaration submitted with the application stating that he is unable to perform the Hajj rituals in his life and that he is physically able to perform the Hajj rituals and agrees to the terms and conditions regulating the Hajj lottery, which are approved by the group classified for Hajj included in the application. If it is proven that he has previously performed the Hajj rituals or suffered from one of the following:

The applicant for Hajj (the applicant and the companion, if any) must be fully legally qualified to perform the rituals and of Egyptian nationality, with the age not less than (25 years "men - women") for the applicant alone. The age requirement is determined by the date of 2/19/2025 AD corresponding to Shaaban 20, 1446 AH, provided that neither the applicant nor the companion, if any, has previously performed the Hajj pilgrimage throughout their lives. In the event that it is not possible to prove the validity of the kinship between the applicant and the mandatory companion, the winning applicant is asked to nominate an alternative companion with the same conditions. In the event that he is unable to do so, the entire Hajj application is canceled without any responsibility on the Ministry of Interior, and the winners of the reserve lottery are escalated. In the event that it is not possible to prove the validity of The kinship between the applicant and the non-mandatory companion.. The Hajj opportunity is cancelled for the non-mandatory companion only without any responsibility on the Ministry of Interior, and the escalation is done by the winners of the reserve lottery
Submitting the Hajj application through the Internet or calling the Hajj Requests Center on the number (27983000-02) is considered an acknowledgment by the applicant that he has reviewed and agreed to all the terms and rules announced for the Hajj lottery on the Internet and the instructions announced by the Security Directorate, as well as an acknowledgment of his contractual commitment, and in the event of an error in the data included in the Hajj application, the responsibility falls on the applicant, and if it is found that he violated the controls, it is cancelled Request without any responsibility on the Ministry of Interior
The travel of the (mandatory) companion who meets the conditions stated in the circular and has not previously performed the Hajj ritual throughout his life is permitted in the event of the death of the principal (the applicant). However, in the event that the principal "the applicant" waives the Hajj opportunity won by acclamation within the percentage (1%), only the travel of the mandatory companion is permitted if the waiver is after they have paid the costs. However, if the waiver is before paying the costs, the Hajj opportunity for the companion is cancelled
In cases of death after winning the Hajj opportunity or waiver or failure to pay the Hajj costs or exclusion for other reasons, the General Administration of Administrative Affairs shall be notified with a detailed statement approved by Major General / Assistant Director of Security for Financial and Administrative Affairs at the specified dates and in accordance with the previously mentioned controls
It is not permissible to waive the Hajj opportunity or bequeath it to others regardless of the degree of kinship, and children may only waive it to one of the parents "and not vice versa" (and the father and mother of the husband are treated as /The wife is treated as a parent due to the kinship and to preserve family ties) provided that the person to whom the assignment is made is in good health and free from diseases approved by the Egyptian Ministry of Health and Population, and has not previously performed the Hajj pilgrimage throughout his life and is subject to the instructions and rules regulating the Hajj lottery, provided that the required documents (birth certificate - assignment request - copy of the national ID card, etc.) are sent, including a certificate of movements for the person to whom the assignment is made issued by the General Administration of Passports, Immigration and Nationality to the General Administration of Administrative Affairs for examination and taking the necessary measures to include the request on the Egyptian Unified Hajj Portal by the administration if the request is approved. Requests for assignment (for one of the parents or for the father and mother of the husband/wife) submitted by the winners of the original lottery or those promoted from the reserve before the end of the specified period for paying the costs by 48 hours are accepted, and it is not permissible to withdraw from the assignment in these cases, otherwise the Hajj opportunity will be cancelled without any responsibility on the part of the Ministry of Interior. In the event that the winner waives the Hajj opportunity (to one of the parents or to the father and mother of the husband/wife), the waiver request will be approved if it is in agreement with the terms and rules regulating Hajj contained in the circular letter, provided that the assignee (one of the parents or the father and mother of the husband/wife) pays the prescribed Hajj costs to complete the remaining procedures.

The winner of the Hajj opportunity may finally waive that opportunity and has no right to withdraw from that waiver.

The winners of the Hajj opportunity, regardless of the degree of kinship, are not entitled to request their grouping or accommodation together as long as each of them submits an individual Hajj application without any responsibility on the Ministry of Interior.

The destination of the winning pilgrim's travel alone is determined according to his place of residence listed on the national ID card at the time of submitting the application. As for the Hajj application for a couple, the destination of travel is determined according to the place of residence of the applicant (the original) recorded on the national ID card at the time of submitting the application, not the accompanying person.

Second: The data required to apply for Hajj: -

Full name according to what is recorded on the ID card National ID valid for at least six months.
National ID card number (fourteen digits).
Mobile phone number (it is important to verify the personal phone number data accurately as it is the means of communication with the pilgrim after winning, as well as another number for a relative to contact in case of necessity).
As for the health condition, the Hajj request is accepted from a physically healthy citizen or (people of determination in detail) provided that he enjoys good health and is able to perform the Hajj rituals and is free from the diseases approved by the Egyptian Ministry of Health and Population that prevent travel to perform the Hajj and is recorded with a check mark (√) in front of the box of good health condition in the Hajj request submitted by him.
The data of the companion "if any" from each of (national ID card - documents of kinship with respect to the applicant according to the conditions mentioned above - good health and free from diseases approved by the Egyptian Ministry of Health and Population - personal mobile phone number), and the applicant and the companion "if any" sign the submitted Hajj application stating that the data entered is correct and under their responsibility. A copy of the valid national ID card (after issuance) is attached to the paper Hajj application form

The data of the companion, if any, based on (national ID card - kinship documents for the applicant according to the conditions mentioned above - good health and free from diseases approved by the Egyptian Ministry of Health and Population - personal mobile phone number), and the applicant and the companion, if any, sign the submitted Hajj application stating that the data recorded is correct and under their responsibility. A copy of the valid national ID card (after reviewing the original card) must be attached to the paper Hajj application form. The national ID number must be included in the Hajj application, taking into account the emphasis on attaching the declarations and copies of the required documents for each case with the Hajj application form. It is important to keep the originals of these forms in accordance with the Ministry’s archives regulations.
Third: (1%) for the oldest applicants:

- A percentage of (1%) of Hajj visas is allocated to the oldest applicants and their companions in each directorate separately, where the Egyptian Unified Hajj Portal collects their data and arranges them in descending order according to age for each directorate separately, and they are excluded from the lottery and considered Hajj winners by acclamation, and those below that are included in the general draw.. taking into account the inclusion of the elderly first on the Egyptian Unified Hajj Portal as the original pilgrim (the applicant) and then the accompanying person is included successively
- For the Hajj winner within the (1%) percentage, it is required to bring only one companion (male or female) from relatives up to the fourth degree, taking into account the conditions of age and mahrams, and not having performed Hajj previously
- The lists of winners within the (1%) percentage of the elderly are printed through the Egyptian Unified Hajj Portal at the time of the electronic public draw, and the lists are approved by the draw committee.. The security directorates shall take the necessary measures to announce them after the draw Public draw
- The elderly and their companions who apply for Hajj by lottery at the police department or center are advised to fill out the elderly person's data first on the form designated for the applicant, and the companion's data on the form designated for the companion in the application for the couple's Hajj so that the application can be included in the share of those who win by endorsement (the 1% elderly)
In the event of the death of the elderly person who won by endorsement (the original applicant), the Hajj visa granted to the companion remains valid if it meets the conditions that must be met by the individual Hajj applicant.. provided that the companion of the deceased is obligated to notify the Security Directorate, which in turn notifies the General Administration of Administrative Affairs.. In the event that the elderly person who won by endorsement waives within the 1% after paying the Hajj costs, the Hajj visa granted to the companion remains valid if it meets the conditions that must be met by the individual Hajj applicant, and if the waiver is before payment Costs The Hajj opportunity for the companion is cancelled
In the event of the death or waiver of the companion (for the elderly) who won by acclamation within the 1% elderly percentage of the opportunity to perform Hajj, the original applicant (the elderly) must submit a request to replace the companion with an alternative companion to Major General / Assistant Director for Financial and Administrative Affairs in the Directorate - to approve the replacement of the companion according to the instructions and conditions contained in the circular letter, provided that the required documents for the alternative companion are sent to the General Administration of Administrative Affairs, including a certificate of movements issued by the General Administration of Passports, Immigration and Nationality and a review of the alternative companion accompanied by his opinion to examine it and take the necessary action regarding it.. taking into account that the alternative companion pays the prescribed Hajj costs if the administration approves the replacement request
For the cases of each of (the elderly 70 years or older who won the general lottery - People of Determination (Hajj Lottery Winners):

- It is required to bring only one companion (male or female) from relatives up to the fourth degree, taking into account the conditions of age, mahrams and not having previously performed Hajj, provided that the companion is able to care for the cases referred to in terms of age and health. The companion will be interviewed by Major General/Assistant Director for Financial and Administrative Affairs at the Directorate or his representative - after winning the Hajj Lottery.
- In the event of the waiver or death of the winner of the Hajj opportunity, the applicant (the original), the Hajj visa granted to the companion will remain valid if it meets the conditions that must be met by the applicant for Hajj alone, provided that the person waiving the Hajj opportunity or the companion of the deceased is obligated to notify the Security Directorate, which in turn will notify the General Administration of Administrative Affairs.
- In the event of the death of the companion or his waiver of the opportunity to perform Hajj, the principal (the applicant) must notify Major General / Assistant Director for Financial and Administrative Affairs of this and submit a request to bring (an alternative companion) to approve the replacement of the companion with another companion, provided that the controls included in the circular are met, and send the required documents to the General Administration of Administrative Affairs, including a certificate of movements issued by the General Administration of Passports, Immigration and Nationality for the alternative companion and his examination accompanied by his opinion to examine it and take the necessary action regarding it.. taking into account that the alternative companion pays the prescribed Hajj costs if the administration approves the replacement request. In the event of submitting a Hajj application for a married couple, both of whom are elderly (70 years and above) or people of determination - as an exception.. it is required that they be accompanied by only one companion from relatives up to the fourth degree, provided that he enjoys good health to be able to care for them from a health and age perspective (less than 70 years) and the conditions of the aforementioned exception are applied to him, and the companion is debated by Mr. Major General / Assistant Director for Financial and Administrative Affairs in the Directorate or his representative - after winning the Hajj lottery

In the event that the conditions are not met during the competition, he will be replaced by an alternative companion.. The General Administration of Administrative Affairs shall be notified of the tripartite requests and documents proving the kinship relationship so that they can be included on the Egyptian Unified Portal for Hajj by the administration.

Fourth - Cost Collection Phase:

Payment of the full Hajj costs shall begin at all branches of national banks (Al-Ahly - Misr - Cairo) and offices of the Egyptian National Postal Authority across the Republic (on the account of government payments "Hajj lottery payments or expenses") immediately after notifying the security directorates of the date of the payment period after the lottery is conducted. Payment shall be for the full value of the Hajj costs, including the value of the flight ticket for each winner separately, except for the mandatory companions of the applicant only, where payment shall be made to them together, in accordance with the two valid national ID cards.. The winner of the Hajj opportunity shall be obligated to pay any additional costs imposed by the Saudi authorities on Saudi Electronic Track.
The police departments and centers in each security directorate are committed to receiving a copy of the payment receipt from each winner who has paid the Hajj costs. The receipt should be carefully reviewed and ensured that the phrase (Hajj lottery payments or expenses) is in the description field of the receipt and not any other account name to indicate that the payment has been made within the Egyptian Unified Hajj Portal account. This procedure is carried out on a regular basis without waiting for the payer lists to be printed. The General Administration of Administrative Affairs should be provided with a copy of the payment receipt for each payer, arranged and numbered with the same payment number on the portal.
Failure to pay the Hajj costs within the specified period is considered a waiver by the winner of the Hajj opportunity, and the general waiver rules referred to above apply in this regard.
A contract will be signed with one of the companies working in the field of life insurance to insure pilgrims to determine the value of the insurance coverage that will be disbursed in cases of death to the heirs of pilgrims who died in Saudi Arabia while performing the Hajj rituals or in cases of disability (total - partial). Fifth: Vaccinations required from pilgrims as stated in the letter of the Egyptian Ministry of Health and Population in coordination with the Saudi side as follows: - :

1- Meningitis vaccination with a single dose of the quadrivalent vaccine before travel for a period of not less than (10) days and not more than (5) years
2- Vaccination against the Corona virus (Covid-19) updated for the 2024/2025 season for people over the age of (65) years
3- Vaccination against seasonal influenza updated for the 2024/2025 season for people over the age of (65) years
Sixth - Receiving documents from the winners: - :
The aforementioned review committee, with the same members, shall take the following measures: -
- Receiving the lists of winners after the draw (original - reserve - 1% senior) and announcing them to the pilgrims to complete the remaining necessary procedures To issue travel visas
- Receiving documents from the winning pilgrims and matching them with the lists, and checking the kinship of the companions (if any) through the submitted documents indicating the validity of that in accordance with the rules and conditions contained in the circular, taking into account the commitment to the health procedures followed, and in the event of its invalidity, the General Administration of Administrative Affairs shall be notified immediately to take the necessary action in accordance with the controls for escalating the alternative from the winners of the reserve lottery.
- The committee (or its representative) shall debate the winning pilgrims, and record the special notes (for people of determination in detail) and notify the General Administration of Administrative Affairs of the result of the debate.

- Printing the lists of winners of the lottery (original - reserve - 1% elderly) and sending them to the Criminal Investigation Departments in the Security Directorates to screen the winning pilgrims in terms of security.. while providing the General Administration of Administrative Affairs and the Public Security Sector with the result of the security screening of the pilgrims.

The citizen shall submit the following documents to the police department or station affiliated with him:

- A valid passport for each winner and for the companion (if any), provided that its validity period is not less than one year starting from the date of 2/19/2025 AD corresponding to 20 Shaaban 1446 AH. The computerized passport must be delivered by the pilgrim who won the lottery and paid the Hajj costs.
- The pilgrim’s fingerprint (computerized Hajj certificate).
- A copy of the vaccination certificate (Qr-code) for the Corona virus (Covid-19) vaccination updated for the 2024/2025 season, internationally accredited by the Egyptian Ministry of Health and Population - attached to the original (for review) is only required for pilgrims "males / females" over the age of (65 years) born on 2/18/1960 and before, as a condition for obtaining a visa (with the obligation of the head of the Hajj Department in the Directorate - to review the vaccination certificate carefully and verify its validity before sending it to the General Administration of Administrative Affairs) and any new health requirements or controls requested by the Saudi side, and what the Egyptian Ministry of Health and Population decides in this regard
- The vaccination certificates (Qr-code) are placed inside an envelope, provided that they are arranged and numbered with the same payment number on the portal listed on Form (1) Hajj
- The health card issued by the Ministry of Valid Egyptian Health and Population Certificate, which proves that the pilgrim has been vaccinated against:

Meningitis with a single dose of the quadrivalent vaccine (135 ACYW) not less than (10) days and not more than (5) years before travel
Seasonal influenza updated for the 2024/2025 season for pilgrims (males/females) over (65 years old) born on 2/18/1960 and before .. or any other vaccinations decided by the Egyptian Ministry of Health and Population or the Saudi side .. taking into account affixing or stapling the pilgrim's health card to the back cover or the inner pages of the passport

A computerized medical report, certified and stamped by one of the hospitals affiliated with the Egyptian Ministry of Health and Population, announced, arranged and numbered with the same number as the pilgrim's payment on the portal, detailing his health condition and that he is free from the diseases approved by the Egyptian Ministry of Health and Population that prevent him from traveling to perform the Hajj. The medical reports must be placed inside an envelope. A statement of the military status of the lottery winners and their companions (if any) who are of military age (lottery winners "born on 18/3/1941" and before are not required to have a military status when traveling). Other than that, the military service document must be submitted when traveling, and the recruitment areas will issue (temporary travel permits )By a letter addressed from the center or police department to the recruitment area (a copy of which is attached) submitted to the latter by the citizen who won the Hajj lottery this year
Travel permits for those whose travel requires obtaining approval from their employer
A certificate of movements issued by the General Administration of Passports, Immigration and Nationality is requested only from the winners of the Hajj lottery who have been previously present in the Kingdom of Saudi Arabia during times contemporary with the Hajj. We will provide you with their data after the end of the Hajj lottery for each directorate separately.
A copy of the receipt for payment of the Hajj costs paid by the pilgrim who won the lottery and the companion "if any"
Any other documents or controls requested by the Egyptian and Saudi authorities
The passport will be refused in the following cases: -

A passport with holes in the first page of the data.
The difference between the national number or names in the passport and what is stated on the national ID card.
No blank pages in the passport

Not attaching the original + a copy of the international vaccination certificate (Qr-code) for vaccination against the Corona virus (Covid-19) updated for the 2024/2025 season is only required for pilgrims "males / females" over the age of (65 years) born on 2/18/1960 and before.

Seventh: Rules for recovering Hajj costs (for those who waive travel for Hajj and for the heirs of the deceased): -

The security directorates create a dedicated notebook to record the cases of applicants for cost recovery requests in the event of not traveling for Hajj, and the data of those who waive travel and the deceased are included in it after payment.. with immediate daily notification to the General Administration of Administrative Affairs of these cases.
Requests for reimbursement of costs due to death, waiver or exclusion for any reason shall be sent to the General Administration of Administrative Affairs immediately after notifying the police station or center of the death or waiver, accompanied by the following documents:
* A request explaining the reason for not traveling for Hajj for those waiving the expenses
* Form (50 O0 H) approved and stamped with the amount requested to be refunded after deducting the value of the administrative expenses determined by the Financial Affairs Sector of the Ministry of Interior.
* The original receipt for payment of Hajj costs for the citizen waiving the expenses or the deceased during his life.
* A copy of the national ID card of the citizen waiving the travel.
* A copy of the national ID card of each of the legal heirs in the event of death

* A letter from the bank or post office certified and stamped by the issuing authority (for the assignor or each of the legal heirs excluding minors) including the personal account data, including the account number, so that the Hajj costs due (for the assignor or each of the legal heirs excluding minors) can be transferred to their personal accounts

* A letter from the bank certified and stamped by the issuing authority (for each minor heir of the legal heirs) including the personal account data of each minor, including the account number, so that the legal shares due to them from the Hajj costs can be transferred to their personal accounts.

The bank account number (for the assignor or each of the legal heirs) or its acknowledgment of its acceptance of disbursement by prepaid postal cards.

The General Administration of Administrative Affairs is responsible for recording the data of the requests received from the security directorates for the recovery of Hajj costs, accompanied by the supporting documents for disbursement, on the computer in lists containing all the data of the waivers and those who died before traveling for Hajj and who paid the costs of the Hajj lottery, and starting to take the necessary measures to return those costs to their beneficiaries from the waivers or the heirs of the deceased after reviewing and examining them. Then, those requests are sent to the central administration of police accounts after the end of the Hajj season in order to transfer the Hajj costs due to them to their personal accounts. In the event of an apology for the Hajj opportunity, death or exclusion for any reason before the issuance of the flight ticket, the Hajj costs, including the value of the flight ticket, will be refunded to the person waiving the travel or to the legal heirs of the deceased before travel, after deducting the value of the administrative expenses. However, in the event of an apology for the Hajj opportunity, death or exclusion for any reason after the issuance of the flight ticket, the Hajj costs will be refunded after deducting the value of the administrative expenses without the value of the ticket. The person waiving the travel or one of the legal heirs of the deceased is advised to go to the headquarters of the General Administration of Administrative Affairs, accompanied by the original ticket issued to the person waiving the travel or to the deceased during his life and not used, to obtain a letter addressed to EgyptAir stating that the pilgrim will not travel to take the necessary action regarding him.
